The whois problem has been around for so long I think almost everyone is focused on the long-standing issues, and perhaps they haven't updated their thinking re new requirements for whois. (Or, to dissect this more finely, I think you're making two points:
1. There should be a way to report problems related to DNSSEC
2. One way to list points of contact for DNSSEC problems is have those contacts listed via whois.
