Well, possibly. There was similar speculation about the TH timeslip
on 2010-11-13, but I don't think we were ever told what had actually
caused that one.
I noticed KG because http://stats.research.icann.org/dns/tld_report/
had the count of signed TLDs drop from 67 to 66. I'm not sure when
the DNSKEY scan that goes into that daily report gets done.
