[Dnssec-deployment] .CL is signed

Dear colleagues,

For the record, last week we finally sent our DS to the root, after
some months with the .CL zone signed.

Just the normal one: 2048 KSK/1024 ZSK, RSASHA256, NSEC3, opt-out ;)
