I agree with you on not making these the primary factors in your 
decisions, primarily because there is always going to be a fringe 
element that takes _anything_ ICANN says or does and twists it into 
"evidence" of their conspiracy theories. No matter what you do, you're 
never going to make those people happy, so there is no point in trying.

However, it's a fine line. If one of the stated goals of your 
organization is transparency then you need to act in a transparent 
manner. The fact that doing so also removes at least some of the 
ammunition from the fringe element is merely a pleasant side effect. :)
