First, define "properly answer" and get a consensus for that.

Now define "failure rate" and get consensus for that too. For bonus
points, do the same for "responsibly managed".

This is beyond silly. By this logic, every TLD operator could provide
a broken DNS service, have IANA run it for them (as if) and then never
have to take responsibility for their TLD's name servers ever again.
Sweet. Except for IANA...
BTW, this thread needs to move somewhere else as it's got nothing to
do with DNSSEC deployment.
