[dnssec-deployment] DNSSEC for .at

Stephane and Otmar,

Thanks for these notes.  It appears the general posture is that DNSSEC  
is not yet mature and not yet in demand in Austria.  It will be  
interesting to see if there is a shift in the next year or two.
