	your homework. :)

	its kind of tough to find, since the last published data (#) is now over a
	decade old and regulation has changed some since then.  Paul points 
	to previous work done w/ S/MIME, which covers similar ground.

	anyway, the short list, from 1999, is:

		China
		India
		Israel
		Russia

	there are a couple more, but generally smaller economies which have 
	much smaller TLD footprints.

	I've got some inqueries into the current status of things in China and India.
