We also don't have an RFC for RSA-SHA256 either. ;)

Give it time.  There is a pre-draft circulating.  It'll come out. 
Patience for this new development.

Despite the IETF's self-image, it is not a globally recognized 
organization. Not everyone knows "the IETF."  It takes a while to get 
oriented.
