[dnssec-deployment] Root zone signing proposal

Members of this group may know already but on Sept 2, 2008 ICANN submitted a proposal to sign the root and also shared it with VeriSign.   As per http://www.icann.org/correspondence/twomey-to-baker-02sep08.pdf.

On September 22, VeriSign sent a proposal to sign the root zone to the U.S. Department of Commerce.  I'm attaching the proposal for your information.  DoC will be putting out a Notice of Inquiry soon regarding signing the root to gather public comments.
