Root zone signing proposal

On September 22, VeriSign sent a proposal to sign the root zone to the
U.S. Department of Commerce.  I'm attaching the proposal for your
information.  DoC will be putting out a Notice of Inquiry soon
regarding signing the root to gather public comments.
