[dnssec-deployment] dot MUSEUM implemented DNSSEC

I had a lengthy chat with Cary Karp a short while ago. I think these
things will emerge. I've cc'd him and will let him speak for
himself. In the meantime, I think this is very nice step forward and
I really applaud their initiative.
