(Let's not split hairs to say it would be the TLD regulator making the call.)

Some possible reasons for having a DLV without running DNSSEC...

1) Not risking the service level agreements for existing services.

2) Having a way to judge the demand for DNSSEC without the large investment.

3) Being able to get some development experience in without upsetting ops.
