[dnssec-deployment] Status of NSEC3?

I think I may have missed this, but do you have any references to
meeting notes or mailinglist mail where this is documented? I have been
under the impression (at least ever since the second workshop was
planned) that this was targeted for deployment (by folks who really
couldn't or wouldn't deploy with NSEC as it is).
Besides, if it wouldn't be recommended for deployment why request to
publish it on the standards track and not as an informational rfc?
