I would vote for during the IETF.  This time of the year is "travel 
season" so adding any meetings now is bound to step on or squeeze 
other events.  Sunday is bad, Saturday after is bad too.  Late Friday 
is better than those, even better is Friday morning or whenever 
there's a softspot in the IETF schedule.
