At Jim Galvins request:

There's not much new substance here as compared to a previous version 
that I presented at the CENTR meeting in June last year. But it did 
spark lots of discussion regardless. I realize that the comparision to 
the development of spam is controversial so I tried to hedge it with 
sufficient caveats when presenting.
