er, this was part of the discussion of whether the "number" registries
were different from the "name" registries.  what i recall saying was
that the zone walking issues were likely to be significantly different
for a number registry (in-addr.arpa, e164.arpa, and, perhaps to a
slightly lesser extent, although it's complicated, ip6.arpa).
